of neighborhood planning committees (NPCs) and neighborhood planning
units (NPUs) as a forum for the discussion of area-wide issues, community
problems, and mechanisms to solve them, and to increase the livability
of human habitation. In May 1975, 185 neighborhoods were organized
into 24 NPUs.
